How can IT specialists enter Ukraine during the quarantine?

Due to the severe quarantine situation in the autumn of 2020, Ukraine, like many other countries, decided to restrict the access of foreigners to the country. Ukraine banned entry for 30 days to a large number of non-residents and approved the list of those who were allowed to enter.

During the quarantine period, such categories of people remain allowed to enter:

• persons having permission to work in Ukraine;
• students studying in Ukraine;
• servicemen serving in the Armed Forces of Ukraine;
• foreigners who have temporary or permanent residence permits;
• technical specialists who come to Ukraine based on an invitation from Ukrainian enterprises and others.

We were approached by an Indian citizen - IT specialist, who needed to get to Ukraine in connection with work, during quarantine restrictions. It was his belonging to the IT sector that helped us to solve his problem with legal stay in Ukraine.

Permit to work in Ukraine for IT specialist

The problem was that the list of persons admitted to Ukraine for the period of quarantine means "technical specialists", but this concept is not specified. There is no explanation of what exactly is meant by this word combination. • we made an official request to such entities as the Border and Migration Service, as well as the Ministry of Foreign Affairs.

In the mentioned state bodies we received an exact explanation that IT-specialists fall under the meaning of technical workers, which means they are allowed to enter Ukraine during the ban for 30 days. Of course, such entry requires proper registration - at least, receiving an invitation from Ukraine.
