The word “permanent” in the name of this document is often misleading. Many foreigners assume that once they obtain permanent residence, it lasts forever. Unfortunately, this is a dangerous misconception.


A permanent residence permit is only a plastic card or a paper booklet with a fixed validity period. Missing the exchange deadline by even one day can turn you from a lawful resident into a violator of Ukraine’s migration rules.

Why and When You Need to Exchange Your Permit

Ukrainian legislation clearly defines the situations in which your current residence permit becomes invalid and must be replaced.


1. Expiration of validity


Modern permanent residence permits issued in the form of ID cards are valid for 10 years. The expiration date is printed directly on the card and must not be missed.


2. Age milestones (for old format permits)


If you hold an old-style permanent residence permit with indefinite validity (“green booklet”), you are required to exchange it when you reach
25 and 45 years of age.


3. Change of personal data


If you get married and change your surname, or if you receive a new passport with a different Latin transliteration of your name, you must replace your residence permit so that the data matches your passport.


4. Damage or errors


If the document is demagnetized, physically damaged, the text becomes unreadable, or you discover any error in your personal details, this is a direct legal ground for exchange.

“Red Lines”: Critical Deadlines for Filing Documents

Most fines imposed on foreign nationals result from missed deadlines. Remember these two key rules:

  • The 15 day rule. If your residence permit is approaching its expiration date (for example, the end of the 10-year period), you must submit documents for exchange no later than 15 business days before the expiration date.

  • The 1 month rule. If your personal data changes (your surname, citizenship, etc.), you have 30 days from the date of the change (for example, the date of marriage) to apply for a new residence permit.

What happens if you miss the deadline? First, you may face an administrative fine. Second, your residence permit becomes invalid. This can lead to the inability to use bank accounts, problems when crossing the border, and the risk of your immigration permit being revoked altogether.

Document Package: What to Prepare

The exchange procedure is technically similar to obtaining a residence permit for the first time, but it has its own specifics. You will need:

  1. A valid foreign passport (original + a notarized Ukrainian translation).

  2. Your current residence permit (original, which is surrendered during the exchange).

  3. Receipts confirming payment of the administrative fee and state duty.

  4. Supporting documents, for example a marriage certificate if the reason is marriage, or a police report issued by the National Police in case of theft.


Important note for permit holders:
information about your registered place of residence is not transferred automatically. You must separately obtain an extract from the register of the territorial community confirming your address registration.
