The main things about obtaining a permanent residence permit in Ukraine in 2022

A permanent residence permit is a permit to stay in Ukraine which grants virtually the same rights to a foreigner in Ukraine as to Ukrainian citizens. The only minor exceptions are the right to vote in elections. The biggest advantages are the possibility to stay in Ukraine for up to 10 years without having to re-issue a permit and the possibility to take up employment without additional permits.

The disadvantage is that not every foreigner has grounds for a permanent residence permit. Today we'll talk about both the grounds and the procedure. Let's start with the first step - the immigration permit.

When do I need an Immigration Permit in Ukraine?


In any case of the residence permit procedure, the first step for you will be to obtain an immigration permit. The processing time is 1 year.

Once you have received the document, you can apply for a permanent residence permit. The final step is to submit all collected documents to the State Migration Service of Ukraine for consideration.

General list of documents for obtaining an immigration permit:

  • Original and copy of passport;

  • Information on the composition of the family;

  • Document on the person's place of residence abroad and in Ukraine.

  • Document that the person does not suffer from chronic alcoholism, substance abuse or infectious diseases, the list of which is determined by the Ministry of Health of Ukraine.

  • Persons permanently residing outside of Ukraine present the certificate of absence of criminal record.

  • Document of payment for the administrative service.

Important! Documents for permanent residence and immigration permit must only be submitted in person! Of course, we accompany you fully to the immigration office, help you with the paperwork and explain what you submit and sign.

Can I leave Ukraine after obtaining a permanent residence permit?


Of course, there will be no restrictions on leaving or entering Ukraine after obtaining a permanent residence permit.

Residence permit in Ukraine through investment


One of the special grounds for obtaining permanent residence in Ukraine is an investment in the country. It is important to understand that if the flat, house, land, vehicle, equipment purchased for yourself, it is not an investment. But all the same was acquired for profit by Ukrainian enterprise, it is already an investment (for example, will be placed shop, office, to rent, etc.).

 

Shares in a Ukrainian company and even copyrights and trademarks would also be considered an investment. This is actually one of the most frequently chosen methods. Many foreigners open their own business in Ukraine and finance it, or acquire a part in an existing company.

Such a procedure requires the involvement of a lawyer in two completely different processes:

  • securing the purchase of a part of a Ukrainian company, the conclusion of an investment agreement;

  • supporting the process of obtaining a residence permit on the basis of the investment.

You will need to open an account with a Ukrainian bank - a special investment account - to carry out the transaction. And the procedure itself must be carried out with such nuances in mind:

  • the foreign currency must be recognised as convertible by the National Bank of Ukraine;

  • the investment may be in the form of the acquisition of a Ukrainian company or its share, or the formation of entities wholly owned by foreign investors, such as a branch of a foreign legal entity.

It is also important that the investment will be checked, not only by the migration service, but also by the national police, the Security Service of Ukraine, Interpol and the State Border Guard Service.

If any irregularities are discovered during the checks, including those regarding your stay in Ukraine, you will not be able to apply for a permanent residence permit for one year.
