If a clinic in Ukraine already holds a medical practice license but the owner plans to add new medical specialties, new types of medical or rehabilitation care, or an additional location, the expansion should first be checked against the clinic’s current licensing data. A new service line should not be launched simply because the clinic is already licensed: expanding the scope of practice requires documents confirming that the staff, premises, and equipment are ready for the new services.
For a foreign owner of a medical business, the practical question is not whether the clinic must “reissue the entire license,” but what exactly is changing. Adding a specialty, a new type of care, or services at another premises requires different preparation, but in every case the planned expansion must be aligned with the clinic’s existing medical practice license.
To expand medical practice to new specialties or new types of medical and rehabilitation care, the clinic files a separate application to expand the licensed medical practice. Updated information confirming compliance with the licensing requirements is submitted with the application.
When Does a Clinic Need to Expand Its Medical Practice License in Ukraine?
A medical practice license must be expanded when the clinic increases or changes the scope of medical activity it actually plans to provide. This primarily includes adding new medical specialties and new types of medical or rehabilitation care.
Clinic expansion may also involve opening new premises or an additional location where medical services will be provided. In that case, the expansion documents and updated information must cover the new place of practice, the legal basis for using the premises, its equipment, and accessibility.
If a clinic begins providing medical services in a specialty that is not included in its licensing data, this may be treated as noncompliance with the licensing requirements. A new service line should therefore begin with a review of the current license and the list of specialties the clinic is already authorized to provide.

How to Add New Medical Specialties to a Clinic’s License
If the clinic owner plans to launch a new specialty, the first step is to confirm that the specialty is included in the current list of specialties under which medical practice may be conducted and that the clinic is ready to meet the licensing requirements for that area.
To expand the medical practice license to a new specialty, the clinic files an application to expand its licensed medical practice together with updated supporting information. These documents must show that the clinic has the required staff, equipment and material resources, and suitable premises for the new services.
The decision to add a new specialty should therefore not be separated from the clinic’s actual readiness. If the doctors, equipment, or premises do not meet the requirements for the declared service line, the issue is not the name of the specialty itself but whether compliance with the licensing requirements can be demonstrated.
How to Prepare a New Clinic Location for Expansion of Medical Services
If the medical business is expanding by opening another office, department, or other location, the new premises must be included in the licensing preparation before medical services begin there.
The updated information should identify the documents confirming the right to use or own the premises if the new services will be provided at another address. It must also describe the equipment and material resources required for the specialties that will operate at that location.
Accessibility of the premises for persons with disabilities and other persons with reduced mobility must also be reviewed. A new clinic address should therefore be assessed before entering into long-term commitments for the premises or purchasing equipment.

What Documents Are Required to Expand a Medical Practice License?
The document package depends on what the clinic is changing: adding a specialty, a new type of care, or a new location. The core documents remain the application to expand the licensed medical practice and the information confirming compliance with the Licensing Conditions. For filings after September 1, 2026, the current versions of the forms and appendices to the Licensing Conditions must be used: Cabinet of Ministers Resolution No. 813 updated certain document titles and terminology used in licensing documentation.
What Changed in the Forms and Terminology on September 1, 2026?
Effective September 1, 2026, Cabinet of Ministers Resolution No. 813 amended certain appendices to the Licensing Conditions and the terminology used in licensing documents. Under the current version of Appendix 2, specialties are divided into physician specialties, specialties for healthcare professionals, specialties for healthcare practitioners, and pharmaceutical specialties. Appendix 3 now expressly covers the description of documents submitted both for obtaining a license and for expanding a licensed activity, while Appendix 7 has been restated with the current list of specialties.
Under the current Licensing Conditions, a licensee expanding its medical practice files an expansion application using the form in Appendix 8, information on equipment and material resources and staff under Appendix 2, and a description of the submitted documents under Appendix 3. The specialties must be checked against the current version of Appendix 7.
The information submitted to expand a medical practice license includes, in particular:
- information about the premises and documents confirming ownership or the right to use them, if the new services will be provided at another location;
- the equipment and material resources required for the declared medical specialties;
- information about healthcare personnel, their education and specialization, and documents confirming professional qualifications;
- details of agreements relating to medical waste management;
- documentary confirmation that the premises are accessible to persons with disabilities and other persons with reduced mobility.
For the clinic owner, it is not enough simply to collect these documents; they must also be consistent with one another. The address in the premises documents, the equipment list, the doctor’s specialty, and the working hours should all describe the same medical practice model that the clinic declares to the Ministry of Health.
What to Check in Staffing and Equipment Before Expanding the License
Following the amendments that took effect on September 1, 2026, the Licensing Conditions use the categories of physicians, healthcare professionals and practitioners, and pharmacists. Requirements for such personnel are determined by professional standards or, where no such standards exist, by qualification requirements approved by the Ministry of Health. For each declared physician specialty, healthcare professional or practitioner specialty, or pharmaceutical specialty, the business must have at least one healthcare worker, including a part-time employee.
The equipment list must likewise correspond to the new specialties or types of care. If the equipment for the new service line has not yet been assembled or the actual equipment does not match what is declared, this may create problems during review of the documents.
Before filing, a foreign owner should therefore perform an internal cross-check of three elements: who will provide the new services, in which premises, and using what equipment.

How Long Does the Medical Practice License Expansion Process Take?
An application to expand the licensed medical practice is reviewed under the same procedure used for an application for a license. The licensing authority has 10 business days from receipt of the application to decide whether to issue the license or refuse it.
The practical timeline for expanding a medical practice license still depends on the quality of the document preparation. If the package contains errors or does not support the declared changes, the procedure may require corrections or a new filing.
If the clinic has already set a launch date for a new service line or location, the legal timeline should therefore be planned not only from the filing date with the Ministry of Health but also around the time needed to prepare the staff, premises, equipment, and supporting documents.
How a Foreign Owner Can Expand a Clinic Without Repeating the Entire Licensing Process
If the medical center is already operating in Ukraine, the expansion should begin with an audit of the current licensing data and a specific expansion plan. This allows the owner to distinguish immediately between what is already covered by the existing license and the new specialties, types of care, and locations that still need to be added.
The readiness of each new service line is then reviewed: staff, premises, equipment, agreements, and accessibility documents. Only after this cross-check are the application to expand medical practice and the updated supporting information prepared.
This approach avoids turning clinic expansion into a second “business launch from scratch” and focuses only on the changes the owner actually plans to add to the existing medical practice.
