Obtaining a Tax Identification Number for Foreigners: How a Non-Resident Can Get the Document in Ukraine

Views: 9

The Ukrainian market remains one of the most dynamic in Eastern Europe for launching technology startups, investing in commercial assets, and opening representative offices of global brands. However, any business activity involving international capital or expats begins with a simple but critically

important formality. The
Tax Identification Number, in Ukrainian RNOCPP, namely the registration number of the taxpayer account card, is your universal financial key to the Ukrainian economy. Without it, it is impossible to take any official step, from renting an office to registering a legal entity.

Why an International Investor or Entrepreneur Needs a Ukrainian Tax ID

A tax number in Ukraine has long ceased to be merely a fiscal control tool. Today, it is a basic element of the client identification system, KYC, used by all state registers, commercial banks, and notaries.

Corporate Governance and Appointment of Directors

If you plan to acquire a share in a Ukrainian company or register a legal entity in Ukraine, this number will be the first document on your checklist. It is required even when your country and Ukraine have signed a Double Taxation Avoidance Convention and you do not plan to pay taxes locally. The mere fact of owning corporate rights requires your identification in the state register through the RNOCPP.

A separate group of issues concerns corporate governance and employment. If a foreign citizen is appointed as the general director of a Ukrainian enterprise or the head of a representative office of an international organization, obtaining a tax number is the first priority. This process must take place in parallel with
obtaining a work permit. Synchronizing these procedures helps avoid a management vacuum, where the company has already been registered but the director has no signing authority due to the absence of a tax identifier.

Bank Financial Monitoring and Real Estate Purchase

In 2026, Ukraine’s banking sector operates under the strictest financial monitoring standards. No leading financial institution will open a full corporate or even personal account for a foreigner in Ukraine without checking their tax status and the availability of an RNOCPP. Although some institutions declare simplified conditions for non-residents, in practice, the absence of a local Tax ID significantly narrows your choice and forces you to agree to unfavorable tariffs or limited online banking functionality. Having the number guarantees you freedom of choice and access to premium banking on equal terms with Ukrainian citizens.

Real estate transactions are also fully tied to tax identification. Purchasing an office for a company, acquiring apartments, or formalizing a long-term land lease requires the mandatory involvement of a notary. The notary will not be able to enter information into the State Register of Property Rights without your individual tax code. Any mistake made during the initial issuance of the number will appear precisely in the notary’s office and may disrupt the signing of an important transaction.

Myths About Tax Residency: Where the Safety Line Lies

The most common fear among foreign investors is that obtaining a Ukrainian tax code automatically turns them into tax residents of Ukraine. This is a dangerous misconception that often prevents businesses from starting on time. Obtaining an RNOCPP is solely a procedure for financial identification in databases. It does not impose any obligations on you to declare your global income and does not create tax liabilities in Ukraine if you do not directly carry out commercial activity here.

The determination of tax resident status is regulated by separate provisions of the Tax Code of Ukraine and international treaties. For this purpose, the center of your vital interests, the time spent in the country, more than 183 days per year, and other factors are assessed. Obtaining a card with the number only creates your digital profile for interaction with registers. This is an entirely safe procedure that protects your personal data and structures financial flows.

Documents for Registering a Foreigner with the Tax Service

The process of registering a foreigner in the State Register of Taxpayers is standardized, but it requires careful preparation of the document package. The main challenge is the correct transliteration of the first and last name from Latin characters into Ukrainian. The slightest discrepancy between the passport translation and the spelling in the tax application will result in the issued document being invalid for banks or notaries.

To successfully obtain the number, you will need the following document package:

  • Original or high-quality copy of all pages of the foreign passport with clear border crossing stamps, if you are staying in Ukraine.

  • Notarized translation of the passport into Ukrainian, completed by a certified translator.

  • Official application in Form No. 1DR, completed directly in Ukrainian with strict compliance with transliteration rules.

  • Power of attorney for representation of interests, if the procedure is carried out through local lawyers without your personal presence.

If you issue a power of attorney outside Ukraine, it must be properly legalized or apostilled in the country of your stay. The only exception applies to countries with which Ukraine has bilateral treaties on simplified document circulation.

Please note!
LegalService specialists provide an exact power of attorney template in advance, adapted to the requirements of the specific country, in order to minimize your certification and translation costs.

Legal Services for Obtaining an RNOCPP for Foreigners

Many plans cannot wait for delays and quite often require maximum mobility. That is why we work in two formats: we support obtaining the document when the client is in Ukraine, or we arrange it fully remotely on a turnkey basis.

If you are already in Ukraine and want to obtain an RNOCPP independently, we will provide all necessary instructions, prepare the document package, and fully support the procedure to avoid mistakes or queues.

At the same time, the most popular service in our practice is the remote obtaining of a Tax Identification Number. In this format, you do not need to spend time on flights, hotel bookings, or personal visits to Ukrainian tax offices. We take over the entire process, acting on the basis of a power of attorney.

Our remote cooperation process consists of several clear steps:

  • analyzing your documents and preparing a bilingual draft power of attorney, which you sign before a notary at your place of residence;

  • after receiving the original power of attorney by courier service, our lawyers arrange a professional translation and notarize it;

  • submitting the documents to the State Tax Service authorities;

  • sending the obtained RNOCPP to you anywhere in the world or transferring it to your authorized bank for account opening.

The standard period for issuance of the document by the tax service is three business days from the moment the application is submitted. Regardless of the chosen format, personal support or remote processing, thanks to established processes and daily interaction with state authorities, we ensure that the number is obtained within clearly defined time limits without artificial delays or refusals due to technical errors in the forms.
